Republic Services offers a formalized program providing waste collection cart assistance for people with disabilities. The Solid Waste Accommodation Program (SWAP) is available for City of Toledo residents who need aid getting their trash and recycling to the curb and back after pick-up. To request assistance for this free service, people with disabilities should call Republic Services at 419-936-2511. Applicants will be sent an application. The program is a collaborative effort of Lucas County, the Toledo Lucas County Commission on Disabilities, Republic Services and the Department of Justice.
